When someone takes out a loan to buy something, like a house or a car, the lender usually keeps a "lien" on the property which is part of the public record. A lien is an agreement between the borrower and the lender that gives property owned by the borrower as collateral for a loan. Liens on houses in North Carolina are given by "Deed of Trust", one of the documents that people sign at real estate closings. Deeds of Trust are recorded in with the land records in the county the property is located in. Liens on vehicles are noted on the title to the vehicles and recorded with the Dept. Of Motor Vehicles.
